Eligible applicants
Applicants must be at least 18 and under 35 when applying and fall into at least one category listed by Invitalia: inactive, unemployed or not in employment; unemployed participants in the GOL programme; or “working poor” under the tax-based test referred to by the measure. Relevant requirements should be checked for each project member.
Territories and activities
The activity must be established in Piedmont, Aosta Valley, Liguria, Lombardy, Veneto, Friuli-Venezia Giulia, Trentino-Alto Adige, Emilia-Romagna, Tuscany, Lazio, Umbria or Marche. Eligible forms include self-employment, sole traders, partnerships, limited companies, cooperatives, independent professions and professional companies. Agriculture, fishing and aquaculture are excluded.
Support and limits
The measure offers a non-repayable voucher up to €30,000, potentially increased to €40,000 when the relevant conditions are met. Alternatively, investment programmes up to €120,000 may receive a 65% contribution; programmes above €120,000 and up to €200,000 may receive 60%. Percentages and ceilings do not guarantee that every cost will be accepted or that the full contribution will be awarded.
Voucher uplift
The additional €10,000 must be requested in the application and depends on one of Invitalia’s conditions. These include at least 20% of accepted expenditure relating to innovative assets or services, environmental sustainability or energy saving; or qualifying technical specialist consultancy supplied by registered Third Sector entities, subject to the applicable limits.
Timing and application
The scheme opened on 15 October 2025 and Invitalia still marked it active when checked on 3 October 2026. No general closing date is stated: applications are examined in chronological order, within 90 days of submission and subject to available funds. Applications are filed only through Invitalia’s online area. Digital identity, digital signature and certified email are required, and submission must be completed by the owner or legal representative.
Practical preparation
Prepare a checklist covering each applicant’s status, region and operating site, legal form, start date, activity code, expenditure plan and resources for the non-funded portion. Review quotations and do not incur costs before the permitted date. There is no ranking list, but chronological order does not replace a complete and credible application.
